Also that money is being poured out but the situation does not improve on the ground.
I would demand all single hulled oil tankers be retrofitted instead of being scrapped with no value. At least proper living conditions could be developed in the design, an on board hospital, a captain and crew to look after people.
I just read about an amazing engineering project that proposes a life after use for old vessels. Rather than just throw money away, we could have a whole fleet of emergency vessels that could actually sail to crisis areas, like Puerto Rico, or Japan when there are natural disasters.
The design I saw was for one actually made into part of the coastal landscape, however, I am not so sure I like that idea, it might have a storm lash it.
I can at least imagine a huge fleet of these boats acting as homes and offshore asylum for people caught up in conflicts, famines and disasters. None of us know when some dreadful freak of nature might blow away our home or burn it down.
Floating communities. Places where people can find real shelter from this dreadful storm of war that has overtaken us.
